INEC declares Soludo winner of Anambra Governorship Election

The Independent National Electoral Commission (INEC) has declared Chukwuma Soludo of the All Progressives Grand Alliance (APGA) the winner of the November 6 governorship election in Anambra State.

Mr Soludo polled a total of112,229 votes to defeat his closest rival, Valentine Ozigbo of the Peoples Democratic Party (PDP) who scored 53, 807 to emerge second.

Andy Uba of the All Progressives Congress (APC) candidate got a total of 43,285 votes to emerge the third position.

Ifeanyi Ubah of the Young Progressive Party (YPP) came fourth with 21,261 votes. Mr Ubah also won in one local government, same as Mr Ozigbo, with Mr Soludo winning in the remaining 19 local governments.

The Returning Officer for 2021 Anambra governorship election, Florence Obi, announced this in the early hours of Wednesday at INEC headquarters, Awka.

The News Agency of Nigeria (NAN) reports that INEC suspended collation of results late Sunday night and declared the exercise inconclusive following non-conduct of election in Ihiala Local Government Area.

The commission, however, fixed Tuesday November 9 for supplementary election in Ihiala.

Announcing the final result, Ms Obi noted that after adding up the results collated from Ihiala, Mr Soludo continued his lead in the election.

She said that Mr Soludo won in 19 of the 21 local government areas of the state.

Ms Obi listed the areas where Mr Soludo won to include; Dunukofia, Awka South, Oyi, Anaocha, Ayamelum, Anambra East, Idemili South and Onitsha South.

She also stated that the APGA candidate also won in Njikoka, Orumba South, Onitsha North, Idemili North, Ekwusigo, Aguata, and Nnewi South, Orumba North and Ihiala Local Government Areas.

The PDP candidate won in Ogbaru with 3,445 votes, APGA scored second while APC came third in the same council.
Ifeanyi Ubah of the Young Progressive Party (YPP) won in his home local government, Nnewi North, in spite of coming a distant fourth in the overall score card with 21,261 votes.
The returning officer, who is the Vice Chancellor of the University of Calabar, said: “Prof. Chukwuma Soludo having scored the highest number of valid votes was declared winner of the election.”

Ms Obi said that total number of valid votes was 241,523, while 8,108 were void.

The returning officer had earlier stated that Anambra with a total number of 2,466,638 registered voters only had a total of 253, 388 accredited voters for the election which began on November 6 and was extended to November 9, 2021.

Mr Soludo is expected to be sworn in, in March 2022, when the tenure of the outgoing governor, Willie Obiano, expires. Mr Obiano and Mr Soludo are members of the same party, APGA.

Hiring in the COVID-19 Era – What You Should Know and Do

Pre-COVID-19 seems almost to be a distant chapter in history now. That was a time when the unemployment rate across the globe was at an all-time low. Recruiters had become very creative in their approach to sourcing talented candidates, leveraging technological tools in their pursuit of being counted among the top employers and staying one up on their competitors in picking up the most talented candidates.

Now, though, life itself has transformed to near-unrecognizable levels. And it is still changing! The future remains uncertain, but unemployment is touching new highs, and there is a strong likelihood of a global recession. The pandemic may take away 300 million jobs across the world, according to the International Labor Organization (ILO), and the lockdown is weighing down on 81% of workers across the world i.e. 2.7 billion people. According to the World Economic Outlook, advanced economies may go down by 9%, with the overall global economy possibly falling 3%.

All of this is far worse than the crisis of 2008-2009, so if companies do not adapt to the new reality, they will surely be left behind!

How has hiring been affected?

COVID-19 has led to recruiters pulling back their plans of getting more people on board. Candidates too have had to push back their interviews at times, courtesy technology hurdles. In fact, 60-65% of interviews could be affected, either being delayed or dropped completely.

This does not mean there will be no jobs a few months down the line. This is a time to take stock, and judge if and when the business will be back to its usual pace, and consumers will want the products and services as much as they did pre-pandemic. That is when hiring could come back. By the time it does, though, workplaces will be very different from what they were – indeed, many that were previously seen as on-site only operations have now gone fully remote – and so will the skills required by companies.

What is the effect at the company end?

Given how many workplaces are working remotely, HR departments are still working on getting everyone up to pace on the routines this would involve and the logistics that would be required. They also must contend with workers being harder to reach in the first few weeks, given they are balancing home and health concerns with work, and settling things down.

Company revenues in many cases have taken a hit, and thousands of workers now find themselves without a job, with dropped interviews, or with hiring plans scaled back. There have however been certain sectors whose products and services are in even higher demand due to the pandemic. Healthcare, supermarkets, and a few others expect to hire in large numbers even now.

Hiring plans will need adjustment.

Recruitment may go down or up, but plans for hiring will now need to account for the reality of the pandemic and its aftermath, and the need to keep business productivity up.

Hiring needs must be reassessed, and the focus should be only on critical hires. Look at what the company really needs at this time, and the skills and people indispensable for this. It is also advisable to consult managers across departments and tune hiring plans accordingly. Do maintain contact with good candidates whose interview or hiring plans have been put on hold, as when the economy recovers, these could still be excellent people to get on board.

Recruitment budgets may need to be trimmed, and hiring plans must keep this in mind. For instance, advertising only critical roles will lower advertising expenses, as could halting subscriptions to technology tools that may not be used for a while.

Internal hiring could be a great option. It is easier to gauge the skill level and suitability of internal candidates, and moving them to different, rewarding, and challenging roles within the company could also be a good reward for loyalty. This will need a smooth internal process to keep everyone aware of internal job requirements, so that the right candidates can be recommended. This could also be coupled with reskilling and upskilling the workforce.

This is also a great time to work on employer branding. Let customers know about how the company is helping its employees during the pandemic, as this reassurance demonstrates an adherence to ethics, empathy, and support.

Job seekers will need to step up.

Caught between furloughs, layoffs, and remote work, job seekers could find themselves in a quandary. Applying for jobs and sending out resumes may seem pointless, but good online networking and a tab on opportunities can only come handy when businesses bounce back.

Unless there are serious issues at the current place of employment, it is wise to put off job searches at this time. Part time or freelance work could be an option if the person is out of work. Leverage online contacts, and practice for online interviews. This is also a good time to reflect on the type of work one wants to do, and start making contacts accordingly.

Follow up with companies who have put hiring plans on hold, but do so with empathy for the situation. Track their responses to the crisis through social media, as it shows interest and understanding for their concerns. Work on picking up new skills, as this could put the candidate at the head of the queue for new job openings.

Donald Trump has announced the death of his younger brother, Robert Trump who died in a hospital on Saturday night.

Donald Trump mourns his younger brother
The 74-year-old president had visited his brother on Friday at a hospital in New York, staying for about 45 minutes.

US media reports had said Robert Trump was seriously ill, although there were no details.

Donald Trump, who was stopping in New York on the way to his golf club in nearby Bedminster, New Jersey for the weekend, told reporters Friday only that “he’s having a hard time.”

He has previously called his brother Robert “wonderful” and said they have “had a great relationship for a long time, from day one.”

Media reports said Robert was 71.

“Uncle Robert, we love you. You are in our hearts and prayers, always,” Donald Trump’s daughter and adviser Ivanka said on Twitter.

Her brother Eric said Robert Trump would be “deeply missed by our entire family.”

“Robert Trump was an incredible man — strong, kind and loyal to the core. Anyone who encountered him felt his warmth immediately,” he said on Twitter.

Born in 1948 and the youngest of the five Trump siblings, Robert worked on Wall Street before joining the family real estate business.

Quieter and less famous than Donald, Robert nevertheless became an integral part of the Trump Organization and was fiercely loyal to his older brother.

“I support Donald one thousand percent,” Robert told the New York Post in January 2016 as Donald was making his bid for the White House.

“I think he’s doing a great job. I think he’s got a great message.”

The New York Times however said the two had been estranged for years before Donald’s run for president.

– ‘Great relationship’ –
The brothers were very different, and the brash Donald once described Robert as “soft-spoken and easygoing.”

While usually avoiding the limelight, earlier this year Robert unsuccessfully tried to block publication of a book by his niece Mary Trump, arguing that she was violating a non-disclosure agreement signed in 2001 after the settlement of her grandfather’s estate.

The book, “Too Much and Never Enough: How My Family Created the World’s Most Dangerous Man,” paints Donald Trump as the product of a “toxic” family.

“Her attempt to sensationalize and mischaracterize our family relationship after all of these years for her own financial gain is both a travesty and injustice to the memory of my late brother, Fred, and our beloved parents,” Robert said in a statement to the New York Times.

“I and the rest of my entire family are so proud of my wonderful brother, the president, and feel that Mary’s actions are truly a disgrace.”

Although a temporary restraining order was applied, a judge lifted it in July, allowing publication.

Mary was the daughter of the eldest Trump brother Fred Trump Jr, who died of alcoholism in 1981.

Robert divorced his long-time wife Blaine in 2009 and in March this year married Ann Marie Pallan, a Trump Organization employee, the New York Post reported.

Before Robert’s death, the couple had been living a quiet life at their home in Millbrook, in the Hudson Valley, media reports said.

Paying tribute to Robert, former New York mayor Rudy Giuliani, now the president’s personal lawyer, said he had “a big heart.”

“As a former Mayor, I know how much he did to help New Yorkers in need. We have lost a really good man. My love, prayers, and condolences to the Trump family,” he tweeted.

Oldham may be just days away from becoming the first place in England returned to full coronavirus lockdown after Covid-19 cases continued to spiral upwards.

Health officials in the Greater Manchester town have warned they are considering closing bars, restaurants, libraries and leisure centres following a surge in the numbers of people being diagnosed with the deadly bug.

The dramatic revelation comes as new figures showed the borough’s infection rate – which was already the highest in England – had doubled again during the last week, from 137 identified cases to 255.

The new spike means Oldham now has 107.5 cases per 100,000 of population. When Leicester was kept in full local lockdown last month, it had a corresponding rate of 135 cases per 100,000.

Speaking on Tuesday evening, Arooj Shah, Oldham Borough Council’s cabinet member for Covid-19 recovery, said: “This is a final plea from us to say that if you don’t act now we are looking at a lockdown, and when I say a lockdown I mean within days, not weeks. It’s imminent.”

Oldham has consistently been highlighted as one of the government’s most at risk areas since the country came out of lockdown last month.

But the new surge is particularly worrying as the town is among a vast swathe of northern England where tightened restrictions – including a ban on different households mixing – were imposed at the end of July in a bid to manage the virus.

The fact that those restrictions have failed to bring the infection under control means that, beyond a full lockdown, authorities now have little room for manoeuvre.

Coun Shah: “We will be faced with a situation where if the numbers don’t go down we will have to think about closing stuff that we’ve just reopened, which isn’t going to be good for our local business community either.

“People have to take responsibility to reduce this transmission that we’re seeing. It’s really, really concerning and people need to do the right thing.”

And she told residents: “Act like you’ve got Covid and people around you have got Covid – be that cautious and that careful.”

Katrina Stephens, Oldham’s director of public health, added that a total new lockdown was not “inevitable” but it would happen if the current restrictions were not now adhered to more widely.

Council leader Mohammed Iqbal said: "Coronavirus is spreading between households and within households so it's really important that everyone follows these local measures.

"If we don't, we'll be heading for much stricter measures so please do all you can now to stop the virus spreading further.

"Stick to your household bubbles and do not have visitors to your home or visit people at their home."

I run a manufacturing business and a trading business.The biggest challenge in my manufacturing business is not power, or infrastructure, the biggest challenge is getting honest staff.

Everyone we hire appears to be on a mission to steal as much as possible. Inflated invoices, recording less than the actual number of units produced.

The worstpart of it all is that all the fraud we've uncovered is not done by a single person, it's usually many staff who collude with each other, from production, to sales, to finance, even top management. There was a year I overhauled management 3 times in a year.

But I've found a solution sha, I now use Indian management. So competent, so honest and so straightforward. I thought they were expensive at first with all the visafees, accommodation, house staff, but now that losses due to staff theft have been reduced to a minimum, and efficiency increased, the Indian management has turned out to be cheaper than the previous Nigerian management.

Now, all sensitive positions involving money go to Indians. Nigerians are only allowed in non-sensitive positions. I used to criticize companies like Dangote Group that hire so many Indians when there are many unemployed Nigerians, but now, I understand their decision.

My biggest challenge in the trading business is the same, getting honest staff. The form of trading occurs in the open market, and involves staff having access to huge sums of money running into a few millions.

I know how much I pay to security companies to provide escorts for the staff, not to prevent robbery, but to ensure that the staff go straight to the bank to deposit the money after the day's sales and not disappear with my money.

This money spent on security companies is even enough to be declared as profit. We have tospend on CCTV, biometric scanners and other things that wouldn't be needed if staffweren't looking for the slightest opportunity to steal.

It got so bad at a point that my main criteriafor employing staff was no longer competency but honesty. At least, competency and skills can be learnt, but once you're dishonest, you're dishonest.

We always complain of the economy and how there are no jobs. I know people abroad who would have loved to set up job creating businesses in Nigeria but they can't because they can't get any trustworthy person to run it.

I know people in Nigeria with so much money, they want to start factories and other job-creating businesses but they can'tbecause they are occupied elsewhere and can't get any trustworthy person to run the business. So instead of investing in the real sector and creating jobs, they'll just buy treasury bills, while the thieves are shoutingno jobs.

Many big businesses would have been born in Nigeria if we could engage in partnerships, but we cant because you can'ttrust anyone. This is one advantage the Indians and Lebanese have over us in Nigeria. They can pull resources together and do mega-business, unlike Nigerians that because only one person must do everything since we can't partner, end up with small, tiny businesses.

Start a poultry and they will be stealing youreggs. Some will even goahead to be killing the chickens so that they'll be allowed to take them home.

Start an entertainment/viewing/game center and they'll be pocketingyour money. On the days you're around at the business, the moneyrealized will be x10 of the money realized when you're not around.Because they're eating your money.Lease out a vehicle to a driver to use and watch as he'll finish you.

Start a restaurant, the same thing will happen. More than half of thetotal food ingredients will end up in their personal kitchens.Even ordinary provisions shop, they will finda way to steal. You'll see them with that their evil, wicked saying "na where person dey work, na there e dey chop, na e make dem dey callam workchop/workshop"......

Just imagine, justifying theft at work.And you'll see these people point their crooked fingers at politicians when they're not any different. I usually say the reason most Nigerians haven't stolen billions of government money, is simply lack of opportunity.

Embattled Nigerian Instagram big boy and alleged fraudster, Hushpuppi has been transferred to the Central District of California for prosecution.

The alleged cyber criminal was arraigned in a Chicago court on Monday and denied bail despite pleas by his lawyer.

He was transferred to the Central District of California on Tuesday for prosecution and remanded to the custody of the U.S. Marshal in accordance to 18 U.S.C. § 3142(f).

Hushpuppi was denied bail in the United States in spite of his lawyer, Gal Pissetzky insisting that his job as an Instagram celebrity pays for his expenditures.

In his defense, his legal counsel revealed that his job as an Instagram socialite is what pays for his $10,000 monthly rent on his luxury Dubai flat. They had applied for him to leave jail with an electronic tag and live with the uncle of a woman with whom he has a child with, but US prosecutors opposed the bail application.

Akeredolu Petitions The Police Over Former Ssg's Allegation Of Electoral Fraud

The All Progressives Congress (APC) and the Ondo state Governor, Rotimi Akeredolu have petitioned the Ondo State Commissioner of Police, Salami Bolaji over former Secretary to the State Government, Ifedayo Abegunde's claim of rigging 2016 governorship election in Akeredolu's favour.
It was reported that Abegunde who insisted that Akeredolu did not win the 2016 governorship election while speaking on a programme on Crest 87.7 Fm, said he (Akeredolu) lost the 2016 governorship poll to the then Peoples Democratic Party candidate, Eyitayo Jegede. He revealed that some "moneybags" in the All Progressives Congress (APC) including himself, rigged Akeredolu into power in 2016 by manipulating the election result in his favour.
In the petition written to the police by his lawyer Mr. Femi Emmanuel Emodamori, Akeredolu stated that such a claim needs to be investigated. He also described the allegation as false, reckless, senseless, and criminal.
"According to the official result of the governorship election published by INEC, APC and its candidate, Arakunrin Oluwarotimi Odunayo Akeredolu polled 224, 842 votes, while the Peoples Democratic Party and its candidate in the election, Eyitayo Jegede, polled 150, 380 votes.
"The Alliance for Democracy and its candidate in the election, Chief Olusola Oke, came third, with total votes of 126,889.
"Our clients emphatically state that the much-publicised allegation of manipulation of the 2016 Ondo State election by Sunday Ifedayo Abegunde is diametrically spurious, false, reckless, senseless, and criminal.
"It was made to scandalise our clients, particularly the governor, three and half years after the undisputed election, and after Sunday Ifedayo Abegunde parted ways with the current government of Ondo State.
"You would agree with us that electoral integrity is a severe and sensitive issue in Nigeria. For any person to fraudulently procure the return of any other person to an elective office, whether directly or indirectly, is a criminal offence punishable with twelve (12) months imprisonment, under section 124(1) (a) of the Electoral Act, 2010 (as amended).

In spite of the despair that came with the COVID-19 pandemic and its attendant consequences, Nigeria decided to seize the opportunity to reset the economy amidst worldwide economic challenges, according to Vice President Yemi Osinbajo, SAN.

Prof. Osinbajo stated this in Abuja on Tuesday at a Webinar organised by the Commonwealth Enterprise and Investment Council, CWEIC, with its focus on Nigeria.

According to the Vice President, “it seemed the sun was beginning to shine quite brightly after the years of recession and its immediate aftermath. Then came COVID-19 possibly the worst economic crisis the world has seen.

For us in Nigeria, it was a perfect storm for oil prices, Russia and Saudi Arabia choosing that very moment for a price war. Then the inevitable lockdowns resulting in the closure of businesses, our huge informal economy all but crashed and Government revenues fell too by over 40%.

“But the silver linings were perhaps bolder in the dark clouds.
The President decided that we could seize the opportunity to reset our economy in a way that may have been impossible had there not been a worldwide economic crash.

“I was asked to chair an inter-ministerial team to develop our Economic Sustainability Plan. A plan which we hope will, in the next 12 months or so, avoid a deep and prolonged recession by supporting businesses and households, but perhaps more importantly, addressing long-term structural vulnerabilities.

“Taking into account our economic size and fiscal limitations, we have put together a stimulus package of N2.3trillion, which is just over 1.5% of national income. If other factors like the price of oil and length of the COVID-19 pandemic do not worsen further, these interventions should ameliorate the situation with a mild recession expected of minus 0.59%.”

Other speakers at the international webinar include Lord Marland of Odstock, the Chairman of the CWEIC, Sir Lynton Crosby, Chief Executive Officer C|T Group and the Industry, Trade & Investment Minister, Otunba Adeniyi Adebayo.



Thank you for that kind introduction. I am pleased to be participating in this special session focused on Nigeria. There is never a good time for a pandemic, but there can be a terribly wrong time.

That’s how it seemed three months ago as COVID – 19 began to ravage. January 2020, oil prices approached $70 a barrel for the first time since the crash of 2015/2016 which saw prices crash to sub $30 a barrel, Q3 2019 growth was 2.55%, modest but clearly on the upward trajectory, 3% growth was well in sight.

Our Economic Recovery and Growth Plan was beginning to make sense. Work was on-going in major rail, road and bridge projects along the main national trade corridors. The Engineering, Procurement and Construction (EPC) arrangements on our Liquefied Natural Gas (LNG) Train 7 which will unlock an additional 30% more LNG output had commenced.

Taking into account our economic size and fiscal limitations, we have put together a stimulus package of N2.3trillion, which is just over 1.5% of national income. If other factors like the price of oil and length of the COVID-19 pandemic do not worsen further, these interventions should ameliorate the situation with a mild recession expected of minus 0.59%.

We have taken the opportunity to remove petrol subsidies and to insist that power distribution companies must engage with customers to ensure that new tariffs are based only on improved power supply. We are talking of service reflective tariffs.
The Central Bank of Nigeria is also committing to moving to a unified exchange rate, to improve certainty in trade and investment. In addition to using fiscal and monetary measures to stimulate the economy, our main objectives are to retain and create jobs, to assist vulnerable people, support businesses and undertake infrastructural investments.

I am happy to see from the research that jobs, retaining jobs and creating more opportunities tops Nigerians’ priorities when it comes to what they believe the COVID-19 response should be like.

Some key interventions include: Jobs for Food which is an agricultural programme aimed at expanding the acreage under cultivation across the country, to create, we hope, hundreds of thousands of jobs and we also intend to guarantee uptake processors, aggregators and to some extent, by government.

We also have a Jobs through Homes programme which is a programme to provide jobs and increase our national housing stock, at the same time by a massive social housing programme where we intend to engage young professionals and artisans who are involved at the moment, in small businesses, building and using local products such as cement, doors, tiles, windows and paint.

We also have a Solar Homes Systems Programme where we intend to engage private solar power companies who will be able to access cheap loans to provide modular solar-powered units to about 5 million households which will roughly translate to serve 25 million people in rural or under-served areas.

At the moment, we have about 40million homes without power. So, we expect that this will be a major dent in that deficit.
The scale required means we will be encouraging suppliers to establish production facilities in the country. We expect to be able to attract solar companies to establish manufacturing and assembly plants in Nigeria.

Supporting small businesses is also a priority and I am sure the Minister of Industry, Trade and Investment will talk more about it.

We are also looking at the Future of Jobs programme in technology taking into account the ‘new normalʼ, our creative and significant youth population and the need to prepare our economy to be an outsourcing hub, providing services across the whole gamut of possible technology engagements, including animation, software engineering and data analysis.

These are areas where we have invested considerably already and we intend to do a bit more and we hope that some of the efforts we put into the response will address these areas even more pointedly.

To be sure, improving health outcomes is very much part of the package. To meet the immediate challenge, we have dug deep to find resources to respond to the pandemic. We have more built isolation centres and laboratories, incentivizing medical personnel, buying test kits and personal protective equipment, as well as several other medical types of equipment.

We have increased the number of modular laboratories that can handle COVID-19 samples from 5 at the onset of the pandemic to 39 today.

The crisis has also revealed significantly, the vulnerability of our health sector. So, as part of the Economic Sustainability Plan, we are also looking at the universal health coverage, about improving the work we are doing in universal health insurance with a view to universal health coverage by a combination of public finance and mandatory social insurance.
While we are bullish on promoting local production, we remain committed to engaging with our traditional trading partners.

This is in recognition of the potential contribution of trade to growth.
The African Continental Free Trade Area (AfCFTA) is pertinent in this regard, but so certainly is also trade with our Commonwealth partners, including the United Kingdom. This was indeed evident from Nigeria’s participation in the UK-Africa Investment Forum held earlier this year. It is particularly noteworthy that intra-Commonwealth trade is projected to rise from an estimated $1trillion this year to $2.75trillion by 2030 and we intend to be a major part of this growth.

It is not news of course that the COVID-19 pandemic has distorted international trade with disruption of global value chains, export bans, and protectionist policies. On our part, Nigeria remains committed to the multilateral trade system but we will ensure that our economy is not subjected to unfair trade practices.

Ultimately, we see Nigeria as ‘Africa’s Gateway Economy’. As the continent’s most populous nation and its largest economy, we think that we can leverage our geographical location, which is right in the middle of far-flung Commonwealth countries, we are poised to catalyze intra-Commonwealth trade. Our investments in fast-growing sectors and infrastructure, power, rail, roads and several other areas especially technology where we think we can benefit from other Commonwealth countries.

Once again, I thank the Commonwealth Enterprise and Investment Council for convening this important discussion especially now, when we certainly see a greater need for socio-economic engagements with our Commonwealth partners and we are set and ready to continue these engagements and we look forward to not just what this particular session will bring but to all our future cooperation.

Fulani Group Demands 4% Of Bauchi Land To End Clashes

The Bauchi State Administrative Committee of Inquiry into Land Disputes, set up by Governor Bala Mohammed to look into farmers/herders crisis in the state has received a memorandum from a Fulani socio-cultural group, Daddo Pulaku, demanding four percent of the total land area of the state.
The demand was contained in a memorandum submitted by the group to the committee yesterday where it stressed that the government should ensure the full implementation of the Cattle Routes law of Bauchi State, 2018 which enforced the non-cultivation of both sides of all major roads in the state by 30 meters from the drains.
In the memorandum by State Chairman, Muhammad Aminu Tukur, the group claimed that herders were being threatened with intense hostility that were having multiplier effect every year, and on daily basis.
According to the memorandum, “The most pertinent thing being the fact that all those challenging our right to live and choice of occupation are the most gluttonous protein (beef) eaters and addictive milk consumers. Nomadic communities all over the world are never known to be parasites but major contributors to the economy of the nation.”
The memorandum which demanded four percent of total land mass also stated that nomads had ‘serious challenges’ in all the 20 local government areas of the state with the most cases common in Itas/Gadau, Ganjuwa and Bauchi LGAs where some village heads along with land officers are apportioning grazing reserves and cattle routes to themselves and selling to individuals.
“It is a fact that our people suffer most in the hands of village heads, district heads and greedy lands officers in the LGAs. It is our opinion that for a permanent solution to the escalating conflicts between farmers and herders in Nigeria as the most pressing security challenge of our time which has the potential to degenerate into more violence and bloodshed, government at all levels must step in and address the issue squarely no matter whose ox is gored,” the group added.

Ibrahim Magu, suspended acting chairman of the Economic and Financial Crimes Commission (EFCC), has described the allegations levelled against him as “nonsense”.
Speaking with The Nation hours after he was released from police custody, Magu said he was shocked when he read the allegations designed to tarnish his image.
He was arrested last week and whisked to the presidential villa in Abuja, where he appeared before a panel President Muhammadu Buhari set up to probe the EFCC under him.
The panel is headed by Ayo Salami, retired president of the appeal court.
“They are nonsense. They are mere trump up allegations to tarnish my image and that of the EFCC. I did not steal or divert or convert funds to private use. I read the allegations and I was shocked,” Magu was quoted to have said.
“What I have gone through is a case of dog eats dog but I see it as one of those risks of the job… we must not give up in any way.”
Magu, who vowed to fight corruption till the end, thanked those who stood by him when he was in detention.
He asked Nigerians not to give up on the fight against corruption, saying: “Corruption kills a nation faster than any other thing.”
“I thank Nigerians for their support, they should not be discouraged. I am happy to be back, I believe the war against corruption is winnable,” he said.
“Whether I am EFCC Chairman or not, the anti-corruption war must continue.”
Magu’s travails followed a memo by Malami accusing him of grave malfeasance. He was alleged to have mishandled the recovered loot and sold seized assets to his associates.
A slew of allegations has come to the fore since his arrest. He was alleged to have purchased a property in Dubai, United Arab Emirate using a pastor as a conduit.
He was also alleged to have laundered over N500 billion through a bureau-de-change in Kaduna.
Magu earlier denied the allegations through his lawyers.
Mohammaded Umar, former director of operations at the EFCC, has taken charge of the commission in acting capacity.

FEAR gripped governorship aspirants in the All Progressive Congress in Ondo state as the national leadership of the party unveiled the Primary Election Committee headed by the Kogi state governor, Alhaji Yahaya Bello.
Aside from this, the aspirants are at a loss as the National Secretariat of the party was yet to officially announce the mode of the primary to be adopted, 72 hours to the election.
The National Secretariat of the party through its deputy national publicity secretary, Yekini Nabena on Thursday had instead announced the committee members to conduct the next week Monday governorship primary election.
Vanguard gathered that aspirants of the party who belong to the Unity Group of the party have expressed deep concern over the choice of Yahaya Bello as the chairman of the election committee.
The eleven aspirants of the party had for the last one week expressed their displeasure over the indirect mode of primary and have even petitioned the Governor Mai Mala Buni-led Caretaker/Extra-ordinary National Convention Planning Committee kicking against the adoption of indirect primary for the next Monday election
They have also organised a protest in the state capital insisting that they will boycott the primary if indirect mode of primary was adopted.
Vanguard findings indicated that immediately the committee members were announced, the political camp of the other aspirants outside Akeredolu were thrown into confusion as a close ally of the governor was named its chairman.
Speaking with newsmen in confidence, two of the aspirants said the election had been rigged for Akeredolu even before the teal contest on Monday.
One of them said that ” the choice of Bello as head of the panel was not good for those who are opposed to the return of Governor Akeredolu.
According to him, “the development is a major set back for him and others.
He, however, said the “the leadership of the Unity Forum would meet before Sunday to harmonise their interests.
This is a clear answer to the question of manipulation that has been perpetrated by the caretaker committee at the national level. We all know what they have planned but it is most unfortunate.
“Everyone knows how close both Akeredolu and Yahaya Bello are. Akeredolu was his lawyer during the period of the Governor’s travail and we all know what Yahaya Bello and his team came to do here in 2016.
“So it is very clear where they are heading but it is frustrating that they will take us this path after all assurances. Painfully, it does appear the national Caretaker Committee is still doing the bidding of the former chairman.
“We have credible evidence that this Committee had been put in place since the June by the former chairman and this committee didn’t change it at all. It then means that even the issue of the mode will go same way because Oshiomhole had already submitted that before he left.
“We cannot run away from this reality because it is already too late. The leadership of the Unity Forum is likely to meet before Sunday to ensure we prune down our numbers to a manageable level where one will be strong enough to face the battle,” he said.
Contacted, Rotimi Ogunleye, the media aide to one of the aspirants, Chief Olusola Oke said they have not seen the list of the election committee and would not want to comment on what was read on the social media.

Meanwhile, Governor Akeredolu yesterday met with delegates in the central senatorial district of the state.
Akeredolu was accompanied by the Minister of State for Niger Delta Affairs, Senator Donald Tayo Alasoadura , the immediate past President of the Nigerian Medical Association (NMA) Dr. Dayo Faduyile and other leaders of the party in the state to the six local government areas in the central senatorial district.
He sought the support and votes of the delegates in the primary election and assured them of more dividends of democracy and of good governance.

Aareonakakanfo of Yorubaland, Iba Gani Abiodun Ige Adams, has urged the Federal Government to properly investigate the death of Nigeria’s first female combat Helicopter Pilot, Tolulope Arotile, saying the death was suspicious.
Adams, in a statement on Thursday, by his Special Assistant on Media, Kehinde Aderemi, described the late Arotile’s death as a personal loss, especially, to the Yorubas.
While condoling with the family of the deceased, Adams also urged the International Community, the United Nation,European Union, United States and Britain to investigate the circumstances surrounding the death of the young and promising girl.
“Nigeria has lost one of its best brains in the military in such a suspicious circumstances. The late Tolulope Arotile’s short span in life was remarkable with a track record of being the first female combat helicopter pilot. Ijaw National leader, Chief Edwin Clark and the immediate past Governor of Bayelsa State, His Excellency Chief Henry Seriake Dickson, have congratulated Chief Government Tompolo on his acquittal by the Federal High Court, Lagos, on Wednesday.
The two leaders called on the Federal Government to release all properties seized from Chief Tompolo, his firm and co-accused with their acquittal.
Pa Clark and Chief Dickson made the call after a closed door consultative meeting in a statement they jointly signed on Thursday in Abuja.
The two leaders said that they also reviewed the situation in the Niger Delta especially the growing tension among ex agitators and condemned the delay in the appointment of a substantive Coordinator from the region for Presidential Amnesty Office.
They called on the Federal Government to appoint a substantive Coordinator from the Niger Delta for the Amnesty Office without further delay.
The two leaders also called for the implementation of resolutions and agreements reached with the Pan Niger Delta Development Forum on the the long term development, security and stability of the Niger Delta.

Members of the Senate Committee on Foreign Affairs yesterday fumed when an ambassadorial nominee from Edo State, Yamah Mohammed Musa, told the panel his contribution to All Progressives Congress (APC) in the state.
At the commencement of screening of the 41 non-career and one career ambassadorial nominees, the committee chairman, Senator Adamu Muhammad Bulkachuwa (APC, Bauchi North) had asked the Edo nominee to explain his contribution to APC in his state.
Musa ran into trouble when he told the committee that; “I was in the forefront of party members who conducted primary elections for all our House of Representatives candidates in the South West, one of whom is the Speaker of the House of Representatives, Femi Gbajabiamila.
“I also led the committee that conducted the APC primaries in Akwa Ibom aside other national assignment which contributed to the success of the party at the polls,” he said. His submission did not go down well with the committee members.
Senator Ibikunle Amosun (APC, Ogun Central), told the nominee that what he described as achievement was sham. “Please such exercise is not something you should be referring to as achievement because as party members, we knew what happened then and those behind it.
“We don’t want you to carry this type of mind set to foreign post if eventually confirmed, so the earlier you erased such unbecoming assignments as personal achievements, the better”, he said .
Senator Rochas Okorocha (APC, Imo West), shouted on the nominee to sit properly and warned him not to make such submissions anywhere again as achievements.
The Chairman of the committee, however, rescued the nominee, appealing to his colleagues to allow him take a bow and go.

A court is set to decide Hope Uzodinma's removal as Imo State Governor.
NewsOne Nigeria reports that Federal High Court sitting in Abuja, Nigeria's capital, has adjourned a suit asking the court to restrain Governor Hope Uzodinma from acting as Imo governor.
When the suit filed by the 2019 governorship candidate of the Reform and Advancement Party (RAP), Okere Kingdom, was called on Wednesday, the 2019 Imo governorship candidate told the court that he filed an application praying the court to abridge the time within which the defendants would file their responses.
The defendants have 30 days under the rule of law, to respond but the plaintiff told the court that he made the application for the court to abridge the time due to the urgency of the matter, this is even as the RAP governorship, who is also a lawyer, held that the matter was of constitutional importance because Uzodinma was occupying the seat of Imo governor illegally, having not participated in the 2019 election as a candidate of any political party.
All the defendants in the case objected to the application on the grounds that they needed the time given by the constitution to respond, with Alhassan Umar (SAN), the counsel to the Independent National Electoral Commission (INEC), praying the court that in line with the principles of fair hearing, the defendants needed to take sufficient time as allocated by the law to respond.

774,000 Jobs: Senators, Reps Insist Programme Remains Suspended

Lawmakers in the two arms of the National Assembly, Senate and House of Representatives, insisted, yesterday, that the Special Works Programme designed to create 774,000 jobs for Nigerians remained suspended.
The lawmakers, who were visibly angry at President Muhammadu Buhari’s directive to the Minister of State for Labour and Employment, Festus Keyamo, to go ahead with the programme, warned that there would be consequences if the president failed to reverse his position.
Rising from a closed door session on the matter, yesterday, senators did not only insist that the programme must remain suspended but also asked the Senate President, Ahmad Lawan, to meet with the President yesterday or today and report back to them on Tuesday.
Vanguard gathered that the decision for Lawan to meet with the President was to express their grievances to him.
The executive session, which lasted for almost two hours, started at 10.55am and ended at about 12.30.
A source told Vanguard that tempers were high during the meeting, with the senators lamenting that after they had asked the executive to suspend the planned employment of Nigerians in the Special Public Works Programme 2020, President Buhari went ahead to instruct Keyamo to go ahead with the process.
The source said the senators saw this as a slap and asked the Senate President to remind President Buhari that the only way both arms of government could be on the same page was for him (President) to respect resolutions of the Senate.
The source said: “At the closed door session, we resolved as senators that the President of the Senate should meet with President Muhammadu Buhari today (yesterday) or tomorrow (today) and report back to us.
‘’He was asked to tell the President that we are not happy with his idea of rubbishing our decision and to let him know of the consequences.
‘’We were asked not to speak with any journalist in order not to overheat the polity. We will wait for the President of the Senate on Tuesday.”
Reps kick
Although the House of Representatives has not responded as an institution, some members who spoke with Vanguard insisted that the programme remains suspended.
Speaking on the matter, the member representing Ethiope Federal Constituency, Delta State, Ben Igbakpa, said his position was that of the parliament.
He said: “The truth is that as long as the National Assembly is the one appropriating for that project, I think it is very wrong to consider ignoring them because there are other measures the House can take to push its position.
‘’Until the modalities are sorted out, the programme remains suspended. I think that is the position of the National Assembly.”
Reacting in a similar vein, Solomon Marem, representing Mangu/Bokkos federal constituency of Plateau State, said the House has not lifted the suspension on the programme.
He said: “For now, they can go ahead if they want but we will see how it will go because it is within our responsibility to carry out oversight functions; it is through that we can expose corruption, inefficiency and waste in the system.
On his part, Ben Kalu, who represents Bende federal constituency of Abia State and doubles as spokesman of the House, refused to comment, saying: “No comment until we have official details on it from a credible source.”
NBA, Agbakoba, others react
Reacting to the issue, NBA National Publicity Secretary, Kunle Edun said: “There should be no basis for any misunderstanding between the legislative and the executive arms of government regarding the 774,000 menial jobs to be created.
‘’The National Assembly has already voted funds for the scheme and has a constitutional oversight function to ensure that the funds voted for the scheme are used for the purpose intended and for the benefits of Nigerians.
“It is the duty of the executive arm to decide on the best way to execute the scheme. I don’t think it can share that responsibility with the National Assembly. The intervention of the National Assembly at this stage, though may be for a good purpose but it seems too early. The programme has not taken off and I am not aware if there is any complaint of mismanagement of the funds or abuse of the scheme.”
Former President of Nigerian Bar Association, NBA, Dr. Olisa Agbakoba, said it was not the business of the legislature to execute job proposals.
He said: “It’s no business of the legislature to execute job proposal as this is an executive function and to assume power to do so is a naked usurpation of executive function.”
On his part, former Vice President of NBA, Monday Ubani, said: ‘’My position is that it is the prerogative of the executive to formulate and executive policies of government, while the legislature plays an oversight functions.
‘’A situation where the legislature is now trying to determine how policies of government are executed is very dangerous and unfortunate. The President is very right in giving Keyamo the go ahead to execute the progamme meant to create employment for the poor.’’
Also, Gbenga Ojo, Senior Lecturer, Law Faculty, LASU, said: “Executive should execute the programme. It is overbearing by legislative arm of government in Nigeria. Keyamo is right and to serve as precedent to other executive bodies not to surrender their functions to the legislature.”

While speaking on zoning, Jegede said: ''We are not afraid of merit and competition. The only reason we are in this business is to offer good governance to our people and if some people think that they should deny people good governance on the premise of such contrived phenomenon, then I don’t think our people are so unwise to believe that argument. Zoning has no place in the constitution of the party, and it has no place in the regulations of the party. The party has always emphasized on democracy.''
While speaking with journalists in Akure on Wednesday, he expressed optimism that delegates would elect as the Party candidate and would deliver sweet victory for PDP during October 10 governorship poll
The PDP Governorship candidate is being accompanied by some party leaders and elected political office holders from the three senatorial districts of the state.
He has visited all the 18 local government areas of the state ahead of the forthcoming governorship primary election in the party.

The crisis rocking the All Progressives Congress led to a drama in the Senate on Wednesday during the screening of some ambassadorial nominees by the Committee on Foreign Affairs.
The panel started the screening of 41 non-career and one career ambassadorial nominees on Wednesday.
The nominee from Edo State, Yamah Musa, caused a stir when he was asked by the Chairman of the panel, Senator Muhammad Bulkachuwa, to explain his contribution to the APC in Edo State.
The nominee, who hails from the Etsako West Local Government Area of Edo State, answered that he ensured total victory for candidates of the APC in the area during the 2019 general elections.
He said, “I was one of the foremost party members who conducted primary elections for all our House of Representatives candidates in the South-West, one of whom is the Honourable Speaker of the House of Representatives , Rt. Hon. Femi Gbajabiamila.”
But a member of the committee, Senator Ibikunle Amosun, described the acclaimed achievements of the nominee as a sham.

Apart from the embattled Edo nominee, the committee also screened Ademola Seriki ( Lagos), Umar Suleiman (Adamawa), Maj. Gen. C.O. Ugwu (Enugu), and Mr Kelvin Peter Adamu (Adamawa), among others.
The exercise continues on Thursday (today).

Heavily armed policemen on Thursday stormed the House of Joy Nunieh, the former Managing Director of NDDC, who is scheduled to testify before a House of Representatives panel today as part of the ongoing probe of NDDC.
IGBERE TV gathered that the policemen arrived at Nunieh’s residence at 3 Owuru Creek View, off Herbert Macaulay Street, Old GRA, Port Harcourt, at about 4am.
According to an eyewitness who shared the report to IGBERE TV "Their presence means she cannot leave for the Port Harcourt International Airport, where she should be connecting a flight to Abuja."
IGBERE TV recalls that Nunieh recently accused Niger Delta Minister Godswil Akpabio of trying to “come up” on her after failing to bribe her and convince her to take an oath of secrecy in Abuja.

Father Of Late Combat Helicopter Pilot, Tolulope Arotile, Speaks On Daughter's Last Moments, Says She Fulfilled Childhood Dream
Mr Akintunde Arotile, father of Nigeria's first female combat helicopter pilot, Tolulope, who passed away on Tuesday, has disclosed their last conversation before she died.
Arotile said he called his daughter on the phone on Tuesday at about 1:00pm on her return from an operation against bandits in Katsina State and the two of the had a several minutes chat.
He however, revealed that things took a different turn later in the day when he received a call from a person.
He said, "She told me that she will later go out to make some photocopies and I told her not to be long and to return home on time because she was staying with my first daughter in Kaduna.
"Around 5:30pm, somebody called me and asked if I had called her and I said yes. The person told me to call her again which I did, but there was no response. So, I called her colleagues and they were all crying on phone. I asked what happened, they were just crying.
"I called one of her bosses who told me that she was in the mortuary. I was shocked because said she was somebody I spoke with four hours earlier and by 5:00pm she was in the mortuary."
The bereaved father further disclosed that he had to drive to Lokoja, Kogi State, from Abuja to inform his wife about the incident.
Recalling the early days of his late daughter, Mr Arotile said, "She has not just been brilliant but wonderful. She did all her education from kindergarten to nursery at the Air Force base and Nigeria Defence Academy, Kaduna.
"One day, when she was very small, she pointed to one small aircraft packed on the field and said one day she was going to fly that aircraft, and I said Amen.
"So, from that day she started working towards getting admission into the Nigerian Defence Academy Kaduna. She had a degree in Mathematics and became an Air Force Cadet.
"From there, she was sent on several courses abroad and became a pilot.
"I thank God that she was able to achieve her dreams as a baby before her death."
UK Won’t Pay You Hazard Allowance, FG Tells Doctors Planning To Migrate

The Minister of Health, Dr. Osagie Ehanire, has told Nigerian doctors planning to emigrate to the United Kingdom to take note of the fact that they will not be paid hazard allowance if they do so.
Ehanire said this during the briefing of the Presidential Task Force on Covid-19 on Thursday.
The minister was responding to a question regarding the failed attempt of 58 doctors to travel to the UK last week.
The PUNCH reports that until June, medical doctors in Nigeria earned N5,000 or $12.95 as monthly hazard allowances
The 58 doctors, who had received provisional employment in the UK, were stopped by the Nigeria Immigration Service at the Murtala Muhammed International Airport, Lagos, last week because they did not have visas.
Ehanire said, “I think we are one of the few countries giving hazard allowance. This UK where they are going, there is no hazard allowance, they don’t give doctors hazard allowance but you just get you salary, that is all because I have spoken to the doctors there.
“They say it is part of your job and that is what you are trained for. They don’t pay you anything but here apart from your salary we try to add something to it with the hope that you will stay. We also appeal to state governments to prioritise employment of doctors some of whom have not been employed.”
The minister said he was also informed that doctors were migrating from the UK hence it was not only a Nigerian challenge.
“Even in the UK they are losing doctors to other countries so they think there is a movement but I think we have to look at our own situation the best way we can,” he said.
The minister said Nigeria would not stop doctors who wanted to emigrate but they must ensure that they have visas.
Ehanire stated, “With regards the 58 doctors, we were all surprised to hear that they were at the airport and it was irregular in that many of them did not have visas. I don’t know what evidence you have whether they have left the country but no one should leave the country without visa.”
He argued that Nigerians who became doctors through subsidised education and scholarship ought to remain in the country and give back to their community.
The minister said this remained an obligation that should take precedence above financial consideration.
Ehanire said, “Those who were trained through scholarship or whose training was subsidised and have jobs here actually have a moral responsibility to give back because even now we have large numbers of Nigerian doctors in the UK, the US and Europe who apply to come here every year and serve even though they weren’t trained here or at the state’s expense.
“It is just a moral obligation. They are called the Diaspora Health Professionals Initiative. Some spend their own money, come with their own equipment even though they owe the country nothing.”

Court orders EFCC to return Saraki’s houses
The Federal High Court in Lagos on Thursday reversed its order forfeiting to the Federal Government two houses in Ilorin belonging to a former Senate President, Bukola Saraki.
The court, in a judgment by Justice Rilwan Aikawa, released the houses back to Saraki, while delivering judgment on an application by the Economic and Financial Crimes Commission, seeking to permanently forfeit the houses to the Federal Government.
The EFCC had in December last year secured a court order for the interim forfeiture of the houses – Plots No. 10 and No. 11 Abdulkadir Road, GRA, Ilorin, Kwara State – after telling the court that they were acquired with proceeds of unlawful activities allegedly perpetrated by Saraki while he was Kwara State Governor between 2003 and 2011.
But attempts by the EFCC to convert the temporary forfeiture order to a permanent forfeiture order was vehemently resisted by Saraki, leading eventually to the discharge of the temporary forfeiture order on Thursday by Justice Aikawa.
The judge said he found no sufficient basis in the EFCC application and he could not “find my way through” to grant the permanent forfeiture order.
In its application, the EFCC had told the court how it received and investigated “a damning intelligence report, showing monumental fraud perpetrated in the treasury of the Kwara State Government between 2003 and 2011,” when Saraki was the governor of the state.
An operative of the EFCC, Olamide Sadiq said, “Whilst investigation was ongoing several fraudulent transactions were discovered.
“I know for a fact and verily believe that our investigation has revealed the following mind-boggling findings, among others:
“That between 2003 and 2011, Dr Olubukola Abubakar Saraki was the Executive Governor of Kwara State.
“That whilst he held the aforementioned position, the common pattern was that after payment of monthly allocation by the Federal Government to the Kwara State Government, a cumulative sum of not less than N100m will be deposited into the Kwara Government House account.
“That upon the payment of the said N100m, same will, in turn, be withdrawn in cash by one Mr Afeez Yusuf from the Kwara State Government House, Ilorin’s account in bits and brought to the Government House.”
The Court therefore ordered the Economic and financial crimes commission to return the former senate President’s houses.
Justice Rilwan Aikawa, who released the houses to Saraki, said he was not satisfied with the claims of the Economic and Financial Crimes Commission (EFCC) as to the origin of the properties.
The judge said he found insufficient basis in the EFCC application and he could not “find my way through” to grant the permanent forfeiture order.
Last December, Aikawa granted an order for the interim forfeiture of the houses – Plots No. 10 and No. 11 Abdulkadir Road, GRA, Ilorin, Kwara State – following the EFCC’s ex-parte application.
The anti-graft agency had claimed Saraki acquired the properties with proceeds of “monumental fraud perpetrated in the treasury of the Kwara State Government between 2003 and 2011,” when he was Governor.
“…Whilst he (Saraki) held the aforementioned position, the common pattern was that after payment of monthly allocation by the Federal Government to the Kwara State Government, a cumulative sum of not less than N100m will be deposited into the Kwara Government House account.
“Upon the payment of the said N100m, same will, in turn, be withdrawn in cash by one Mr Afeez Yusuf from the Kwara State Government House, Ilorin’s account in bits and brought to the Government House,” an operative of the EFCC, Olamide Sadiq, said.
The Commission prayed the court to convert the temporary forfeiture order to a permanent one.
But the former lawmaker resisted the application and contented among others that the EFCC’s lawsuit was malicious.
Saraki’s counsel, Kehinde Ogunwumiju (SAN), also described the EFCC suit as an abuse of court process and an attempt to scandalise him.
He argued it was a ploy by the EFCC to review the July 6, 2018 decision of the Supreme Court “discharging the applicant from culpability arising from the same money and houses which are the subject matter of this action.”

Twenty-five-year-old Victoria Okocha, yesterday, gave a chilling account of how she was abducted by suspected herdsmen in Isa-Ogwashi-Uku area of Delta State, gang-raped and forced to drink another victim’s blood as water, while in her captors’ den.
Okocha left her home town in Ubulu-Uku, Aniocha South Local Government Area of the state last Friday, heading for Asaba, the state capital, when they sighted a fallen tree across the road at Isa-Ogwashi.
Apparently thinking the fallen tree was as a result of the downpour the previous day, the driver, according to her, kept moving toward the direction, until they discovered too late that it was used to barricade the road.
She said: “By the time the driver attempted to reverse, it was too late as a man armed with a cutlass, hit his side window in an attempt to drag him out of the vehicle. Passengers hurriedly jumped out and ran into the bush in different directions.
“But I was unlucky because I had cramps and fell. Another one got hold of me and dragged me into the bush, while the driver, who was inflicted with machete cuts managed to escape.
“They took me far into the bush and demanded N20 million ransom. When I told them my family could not afford that amount because we are poor, they threatened to cut my breasts and pluck out my eyeballs from their sockets if they did not get the amount.
“They were five in number and only one of them could speak English. I was blindfolded and had my hands tied. Five of them took turns to rape me that night.
“When they contacted one of my relatives, Afamefune, he begged that they reduce the amount and they agreed to reduce it to N5 million. I stayed with them for two days before my people could raise some money, which was dropped at a designated place. They also collected N2,000 out of the N3000 cash I had in my bag.
Offered blood to drink
“In my weak state, I begged them to give me some water to drink and they offered me blood. The blood was that of a lady they kidnapped and murdered while I was there. They also drank out of the blood.
“Leader of the gang, who could speak English, told me that their intention was also to kill me because my family did not give them a reasonable amount. But he intervened by sending other members away and told me to run away, showing me the direction to take. I was able to locate the road, where I saw a vehicle that was heading towards the direction of my village.”
Meanwhile, the Police in Delta State, according to her family, had been informed of the incident. But efforts to reach the command’s Public Relations Officer, DSP Onome Onovwakpoyeya, failed as she could not be reached on her mobile telephone.
But sources at the command said the command had been working round the clock to address the worrisome trend, which kidnapping had assumed in the state, disclosing that some arrests had been made.

Two Nigerians Arrested In Ghana For Kidnapping And Human Trafficking

The Central Regional Anti-Human Trafficking Unit (AHT) of the Ghana Police Service (GPS) has arrested two Nigerians at Gomoa Pomadze on suspicion of kidnapping and human trafficking.
According to police, the suspects, Paul Okafor and Duru Favour, are said to be engaged in kidnapping and trafficking of young Nigerians to perpetrate cyber-crime activities in the country.
Briefing the Ghana News Agency (GNA), DSP Irene Oppong, Regional Police Public Relations Officer and Head of the AHTU, said 39 victims, all Nigerians in their twenties, were rescued in the process.
She said on Sunday, July 12, at about 1100 hours, the Winneba District Police Command, acting on information, dispatched a Police Patrol team to Gomoa Pomadze, where they met a 21-year old Nigerian, Charles Ikorohk in the company of three Ghanaians.
She said Ikorohk told the Police team that he arrived in the country from Nigeria on Wednesday, January 22, to visit a friend but could not trace him.
He said he got stranded in Accra where he met one Uzo at the Kwame Nkrumah interchange area, who later introduced him to one Arisuezo, also a Nigerian.
She said Arisuezo brought Ikorohk to Winneba and kept him in a walled house together with other young men from Nigerian.
According to DSP Oppong, Arisuezo prevented his captives from leaving the compound and subjected them to all forms of inhuman treatment and also engaged them in cyber-crime activities.
She said Charles managed to escape on Sunday, July 12 about 0800 hours when he was tasked to weed the compound of the house while their supervisors went out with one of the victims to a Mobile money vendor to withdraw some cash fraudulently received.
She said the police, after receiving a tip-off, quickly went to the house and rescued the 39 Nigerians and arrested the suspects.
Thirty-six laptops were also retrieved from the house. DSP Oppong said the owner of the house was arrested and given a police enquiry bail while investigations were ongoing to arrest Michael Arisuezo and his other accomplices.
Hushpuppi Denied Bail In America

A court in the Northern District of Illinois on Monday denied Ramon Abbas aka Ray Hushpuppi bail.
The self-acclaimed ‘Billionaire Gucci Master’, who has over 2.5 million followers on Instagram, will remain in detention until his trial later this year over money laundering allegations, the court said.
Hushpuppi will be transported to Los Angeles by the United States Marshals Service, and will not be allowed to stay with his girlfriend’s uncle in Homewood, Illinois.
His trial is slated to hold in Los Angeles where the case was filed, rather from Chicago where the investigation is being handled, Forbes reports.
Throughout the hearing, Hushpuppi’s lawyer denied that his client was a flight risk or a danger to the community, repeatedly rejecting the allegations made against his client by the Federal Bureau of Investigation’s affidavit posted earlier this month.
The primary allegation levelled by the FBI is that Abbas was part of a network that made “hundreds of millions of dollars” from business email compromise frauds and other scams.

The immediate past Governor of Bayelsa State, His Excellency, Chief Henry Seriake Dickson, has congratulated his successor, Senator Douye Diri, his deputy, Senator Lawrence Ewhrudjakpo, over the verdict of the Supreme Court which affirmed him as the duly nominated candidate of the Peoples Democratic Party for the November 16, 2019 Governorship election in Bayelsa State.
The former Governor said said in a statement by his Media Advisor, Mr. Fidelis Soriwei, on Tuesday that with the bold verdict of the Supreme Court on the pre-election matter, the Governor could now focus attention on the effective execution of the mandate given to him by the Bayelsa people without distraction.
Chief Dickson commended the five-man panel of the Supreme Court led by Justice Olabode Rhodes-Vivour for being firm and courageous in defence òf the truth, justice, and democratic governance in country.
He said that the Supreme Court and the respected justices have proved beyond doubt that the apex court remains the reliable hallowed temple of justice.
The former Governor also congratulated the leadership of the Peoples Democratic Party at the National and state levels and the teeming supporters for their prayers and support.

He said that Bayelsa remains a PDP controlled state and would continue to remain do as shown by the existing unity within the party.
He said that while it is normal to have disputes in politics, such disagreements should be resolved without bloodshed or violence in consonance with civilized practice.
The former Governor said that political disputes should come to an end after elections and urged all leaders of Bayelsa to leave distractive politics and join the miracle Governor.

Suspended Magu has not been Submitting EFCC Audited Account for 4 years

The suspended Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu, failed to submit the audited accounts of the anti-graft agency to the National Assembly as required by law, THISDAY learnt at the weekend as critics say he took advantage of the non-confirmation of his appointment by the Senate to avoid accountability leading to his current woes. By Section 37 of the establishment act, Economic and Financial Crimes Commission (Establishment, ETC) Act 2004, the commission is required to submit its report, including its audited account to the National Assembly every year.

It states: “The Commission shall, not later than 30th September in each year, submit to the National Assembly, a report of its activities during the immediately preceding year and shall include in such report the audited accounts of the Commission.” Despite the refusal of the Eight Senate to confirm his appointment, first in December 2016, and later in March 2017, the agency was still required by law to submit its annual accounts as done by Magu’s predecessors, Mallam Nuhu Ribadu, Mrs. Farida Waziri and Mr. Ibrahim Lamorde in compliance with the establishment Act.

Critics say the insistence of the presidency in keeping Ibrahim Magu in office in an acting capacity, despite non-confirmation may have stalled accountability & oversight of the commission even as the National Assembly approves the agency’s budget every year.
This faceoff with the Senate enabled Magu to operate the way he did without any scrutiny, a development that negated the practice of the commission under his predecessors, Ribadu, Ibrahim and Lamorde, who complied with the provision of the law by submitting their annual reports and audited accounts to the National Assembly.

Analysts told THISDAY at the weekend that the kind of financial fraud, Magu is being accused of could only occur in an unsupervised organisation, adding that had the EFCC put itself through the process of an independent audit, a number of the issues Magu is now being accused of might have been resolved. The Senate had in December 2016 rejected Magu’s nomination as chairman of the commission on the strength of a damning security report by the State Security Service (SSS), which declared him unfit for public office, saying his credibility could not be guaranteed.

Rather than withdraw Magu’s nomination, the presidency represented him in March 2017. Again the Senate refused confirmation and resolved not to consider him again for the position.
The presidency responded by maintaining him in an acting capacity, arguing that it did not require Senate approval for Magu’s appointment since the establish-ment act requiring legislative approval was in conflict with the power of the president to make executive appointments under the constitution. With the Senate resolving not to have any dealing with Magu, the commission became unable to present its annual report to the National Assembly.Analysts said had the reports been filed all of the issues that are being raised now would probably have been detected by the National Assembly.

“With this kind of situation,” said one analyst, “Magu would appear to have operated without supervision by either the National Assembly or the Attorney General of the Federation and Minister of Justice, as the minister’s petition accusing him of insubordination has suggested.”

According to another analyst, this absence of legislative oversight would have been avoided if the presidency did not insist on having Magu as the boss of the anti-corruption agency. Magu was accosted last Monday and taken before a presidential panel of enquiry led by Justice Ayo Salami, investigating allegations of corruption and insubordination brought against him by his supervising minister, Mr. Abubakar Malami.

Aggrieved Staff Leak Information to AGF’s Office
THISDAY also gathered at the weekend that disgruntled members of staff of the commission have been fingered as leaking vital information about Magu’s activities to the Office of the AGF’s office, paving the way for his ongoing probe by a presidential panel.
Magu is answering questions on the 21-point allegation of financial impropriety and fund diversion levelled against him by Malami.
The panel widened the probe last Thursday as it quizzed the commission’s Secretary, Mr. Olanipekun Olukoyede, and other directors of the commission.THISDAY learnt that the panel summoned the top management officers from the commission to narrate all they knew about the allegations against their boss.

At the end of their conversation, the panel was said to have directed the directors and sectional heads in the EFCC to produce files of cases handled since 2015, including forfeited assets’ register and all cash releases within seven days.
However, some the EFCC officials told THISDAY at the weekend that many of them were disgruntled with Magu’s stewardship and accused him of high handedness and neglecting staff welfare.

They said there was a point Magu owed a backlog of salaries and allowances, adding that they had it tough under his leadership.Magu was said to have worked with a few investigators and operatives called ‘Magu Boys” to the detriment and envy of others, triggering a backlash in the form of leakages of official documents and files. “At a time, workers were owed five months arrears of salaries and allowances and they threatened to take the matter to a popular radio talk show, “Berekete Family,” aired by Human Rights Radio, to express their grievances and call on the management to clear the arrears of salaries and allowances,” a source told THISDAY.
It was learnt that the threat led the EFCC management to intervene after giving several excuses that the agency’s money was held up “somewhere.”At a point, we were owed five months arrears of salaries and allowances. We could not feed our family and do basic things.

“We were organised and threatened to go to Berekete Family (radio show). We gave them an ultimatum, which they could not meet but at the dying minute, they called to say they have found money to pay,” another source, who spoke anonymously, said.He added that the workers queried the position by the management that they found money to pay. He said: “Why do you have to owe for five months and now have to find money to pay? This is a government agency, an important security agency at that. Where were the arrears kept that you had to look for it for five months?”

THISDAY gathered that investigators who worked closely with Magu were allegedly accorded special treatment, which brewed bad blood that eventually led to internal sabotage.When contacted by THISDAY, spokesman of the commission, Mr. Dele Ojewale, declined to comment on the matter.

SAN Seeks Bail for Suspended Anti-corruption Chief
Meanwhile, a Senior Advocate of Nigeria, Mr. Tayo Oyetibo, has called on the federal government to either charge Magu to a court or release him on bail.He said the continued incarceration of the suspended head of EFCC was a violation of Section 35 of the Constitution.
Oyetibo said though the EFCC under Magu was guilty of unlawful detention of Nigerians, the law of Karma had no place in the constitution.In the statement titled “Magu Still Has Rights,” Oyetibo said despite the allegations against him, Magu had not lost his constitutional rights. “On Monday, July 6, 2020 it was widely reported that the now suspended Acting Chairman of the EFCC, Ibrahim Magu, was arrested and taken before the Justice Ayo Salami-led panel of inquiry set up by the president to investigate a number of allegations raised against him. “As of today (yesterday) Sunday 12 July 2020, Magu is reported to still be in detention whilst the investigation of the allegations made against him continues. “Although the allegations made against Magu are said to be documented and border on serious economic crimes and abuse of office, that does not mean that he has lost his constitutional rights.
“Amidst the cacophony of allegations of serious crimes made against Magu, the law of Nigeria still speaks the same language, which is expressed in section 35 of the Constitution of the Federal Republic of Nigeria, which provides to the effect that every person who is arrested or detained upon reasonable suspicion of his having committed a criminal offence shall be brought before a court of law within a period of 24 hours in the case of an arrest in a place where there is a court of competent jurisdiction within a radius of 40 kilometres otherwise he ought to be released on bail,” he stated.

He added that since there is a court of competent jurisdiction within a radius of 40 kilometres within Abuja where Magu was arrested, he should be taken before the court. “While it may be argued that the EFCC which Magu hitherto headed was notorious for ignoring this constitutional provision in relation to citizens who were arrested under him, the law of Karma has no place under our constitutionalism.
“For these reasons, Magu ought to be released on bail forthwith as otherwise the government would be acting excessively in breach of his rights,” he added.

Global Coalition Writes Buhari over Anti-corruption Fight
In a related development, global groups working against sleaze have said the unceremonious exit of Magu may erode the recent gains in the fight against corruption. World acclaimed anti-corruption groups, Re: Common, Globalwitness, and The Corner House based in Europe said Nigeria has regained unprecedented gains under Magu’s leadership of EFCC and that his removal under the current circumstances may roll back the momentous gains already recorded under his tenure.

Re: Common’s top official, Mr. Lucas Manes, Corner House’s Nicholas Hildyard and Simon Taylor of Global-witness in a letter to President Muhammadu Buhari last week expressed deep concern over the travails of Magu, saying that the former EFCC boss may be a pawn in the desperate attempts by corrupt officials to kill the EFCC or turn the agency into a willing tool of corrupt politicians.
The letter was signed by Manes, Hildyard, Taylor and their Nigerian counterpart, Human and Environmental Development Agenda, (HEDA Resource Centre) Chairman, Mr. Olanrewaju Suraju. “What is going on in Nigeria is of concern to the international community. Mr. Magu has proved himself to be up to the task.His determination to fight corruption is evident by the recovery of stolen funds and properties plus his own high moral ground earned at the cost of diligence and hard work never before seen.
His political removal questions the will of Nigeria to deal with a major cause of the country’s underdevelopment which is corruption,” the groups said in a letter delivered to the Nigerian President. Some of the groups’ most significant contributions to Nigeria’s anti-graft effort are the historic exposure of Nigeria’s top oil companies linked to large scale corruption, their ongoing trial in Italy and other European courts.

The coalition said: “We are therefore greatly alarmed as are others in the international anti-corruption movement by reports that Magu has been detained & or suspended following allegations against him that were reportedly made by Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami directly to you.”

They said the international community is not opposed to Magu being investigated since all allegations of corruption must be thoroughly probed but rather that due process and the proper disciplinary procedures have not been followed.

Governor Godwin Obaseki of Edo state on Tuesday said Pastor Osagie Ize- Iyamu, the candidate of the All Progressives Congress (APC) won’t score up to 30 percent votes in the September 19 governorship election in the state.
Speaking in a chat with Daily Independent, Crusoe Osagie, the governor’s Special Adviser on Media and Communications said Obaseki currently enjoys up to 80 percent approval ratings in the state.

The senate has passed a bill seeking to recognise males as rape victims.
The bill passed third reading on Tuesday after a report on it was presented by Opeyemi Bamidele, chairman of the committee on judiciary, human rights and legal matters.
The bill sponsored by Oluremi Tinubu, senator representing Lagos central, is an amendment to the criminal code act CAP C38 LFN 2004.
The is coming after the upper legislative chamber passed a bill to prohibit sexual harassment in tertiary institutions last week.
The legislation is also seeking to remove the statue of limitation on rape cases; hence there is no time limit when rape matters can be decided.
While presenting his report on the floor of the upper legislative chamber, Bamidele said stakeholders at the public hearing expressed divergent views as regards the proposed amendments in the bill.
The Ekiti senator also said life imprisonment has been prescribed for kidnappers.
“The bill will address lingering issues starting with statute of limitation in the prosecution of rape and as well as defilement cases and it will curb the menace which has been on the rise,” he said.
“That the statute of limitation has been omitted from the violence against persons act 2015 which is the prevailing law of the subject matter.
“The bill seeks to amend the criminal code act of 1916 and not that of the states. The bill when enacted will apply to the federal high court
“The senate committee on judiciary, human rights and legal matters to which this bill was referred, having considered same, recommends as follows; that the senate pass the criminal code act CAP C38 LFN 2004 (amendment) bill 2020.”
The bill passed third reading after the senate considered clauses of the bill.
The bill will be sent to the house of representatives for concurrence.

President Muhammadu Buhari has given Minister of State for Labour and Employment, Festus Keyamo, the go-ahead with the plan to recruit 774, 000 under the Special Public Works Progamme (SPW).
Keyamo confirmed the development to The Nation on Wednesday in Abuja.
The Minister said he has the instructions of President Buhari to proceed unhindered, thereby ignoring the leadership of the National Assembly which asked the Minister to stop the programme.
"I have the instructions of my boss, Mr. President, to proceed unhindered," Keyamo said in a text.
The Minister and lawmakers had been at loggerheads over the implementation of the programme.
The lawmakers had said the Minister did not seek their inputs before putting together members of the 20-man States selection committees inaugurated in June.
They accused the Minister of trying to hijack the scheme from the National Directorate of Employment (NDE), the implementing agency of the project.
But Keyamo, who appeared before members of the National Assembly Joint Committee on Labour, on June 30, accused the lawmakers of seeking to control the implementation of the programme.
After engaging in a shouting march with members of the NASS Joint Committee, Senate President, Ahmed Lawan, called for the suspension of the programme.
However, Keyamo told our reporter on Wednesday that the states selection committees are proceeding already with the programme as planned, following the new directive from Buhari.
He said: "I have instructions from Mr. President to proceed. The states selection committees are proceeding already with the programme. Nothing stopped them before.
"National Directorate of Employment (NDE) are part of the programme. The state coordinators of the NDE throughout the country are the secretaries of those committees.
"We will work hard to meet the timeline but if there is any need for a change we will inform Mr. President."
The Special Public Works Programme is designed to employ 1,000 persons from each of the 774 Local Government Areas of the country.
The programme is expected to gulp N52billion meant for the payment of the participants at N20,000 per month for three months.
The exercise is expected to commence in October.
The 20-man selection Committee for the programme is being chaired by the Director General of the National Directorate of Employment (NDE), Nasir Ladan Argungu and supervised by Kayamo.

Goodluck Ebele Jonathan has been appointed by the Economic Community of West African States, ECOWAS, as a special envoy to lead the sub-regional body’s mediation mission in Mali
This was made known in a statement issued by his media adviser, Ikechukwu Eze on Tuesday.
As a special envoy, the former President is expected to facilitate dialogue “with all principal stakeholders in Mali, including President Ibrahim Boubacar Keita, opposition leaders, civil society as well as religious organisations, towards resolving the worsening socio-political situation in the West African country.”
Dr. Jonathan who is billed to depart for Bamako, the Malian capital on Wednesday was quoted as saying he would do his best to ensure that the mission achieves the desired result.
He also thanked President Muhammadu Buhari for the support of the Nigerian government, including providing an aircraft and other logistics needed to make the assignment successful.
Former President Jonathan, who had led peace missions to many crisis-ridden nations in the past, is expected to deploy his enormous goodwill within the continent to facilitate the process of restoring peace in the troubled nation, the statement noted.
Mali has been hit by protests, fuelled by the outcome of parliamentary elections in March and April, perceived discontent over the government’s handling of the nation’s jihadist insurgency and worsening economic situation.
Jonathan’s appointment was communicated to him in a letter signed by Mr. Jean-Claude Kassi Brou, President of the ECOWAS Commission.
“Given your position as the former President of the Federal Republic of Nigeria and the great role and contributions your tenure offered to the maintenance of peace, security and stability in our region, I have the honour, in consultation with the Chair of the Authority, H.E. Issoufou Mahamadou, President of the Republic of Niger, to communicate to you, the decision to appoint you as ECOWAS Special Envoy for the sociopolitical crisis in Mali,” the letter reads in part.
Dr. Jonathan is to engage in consultations with all relevant stakeholders involved in the ongoing dispute in Mali to ensure that common ground is found in the search for peace.

Buhari Ordered DSS To Investigate Magu Since 2018

Unknown to Ibrahim Magu, President Muhammadu Buhari had directed the Department of State Services (DSS) to investigate him as far back as 2018, TheCable can report.
The DSS, which has a financial crimes unit, played the central role in unearthing the allegations for which the suspended acting chairman of the Economic and Financial Crimes Commission (EFCC) is now facing a presidential probe.
The president was said to have been shocked when the DSS provided a comprehensive dossier on Magu which was “damning”.
“If Magu was a man who can read the signs, he should have asked himself why the president did not re-present his name to the senate for confirmation as EFCC chairman since the new national assembly was inaugurated,” a senior presidential source told TheCable.
The current senate has never turned down any nominee of the president, unlike the previous one which refused to confirm Magu.
However, it would appear Magu eventually got wind of the moves against him as he tried to ingratiate himself with the president.
“He came to the mosque at the presidential villa to say Jumaat prayers along with the president on June 5, but the president was not very comfortable with it,” the source said.
“President Buhari prefers to pray with his family and personal aides, so he was not happy when Magu wangled his way to the mosque after the partial lifting of lockdown.
“An instruction was then issued that he should not be allowed to come to the mosque.”
The trigger for the DSS investigation, according to the source, was the report of the presidential committee on audit of recovered assets.
The three-member committee was inaugurated on November 22, 2017 by Buhari to audit all assets recovered by agencies of the federal government from May 29, 2015 when his government was inaugurated.
The committee was headed by Olufemi Lijadu, with Mohammad Nami and Gloria Bibigha as members.
Lijadu is now the chairman of the Securities and Exchange Commission (SEC) while Nami was appointed chairman of the Federal Inland Revenue Service (FIRS).
The committee submitted its report six months behind schedule because of the extent of the work, and the aspect on EFCC “took the president by surprise”.
The report said the EFCC reported a total naira equivalent of N46,038,882,509.87, while the naira equivalent of the foreign currency lodgements were N37,533,764,195.66, “representing a shortfall of N8,505,118,314.21″.
“These inconsistencies cast a serious doubt on the accuracy of figures submitted by the EFCC. It is the committee’s view that the EFCC cannot be said to have fully accounted for cash recoveries made by it,” the report noted.
“While EFCC reported total Naira recoveries of N504,154,184,744.04, the actual bank lodgements were N543,511,792,863.47. These discrepancies mean that EFCC’s actual lodgement exceeded its reported recoveries by N39,357,608,119.43.”
Buhari immediately asked the DSS to investigate Magu.
While DSS identified several properties allegedly owned by Magu in Dubai, the Nigerian Financial Intelligence Unit (NFIU) played a major role in providing intelligence on his alleged financial dealings.
NFIU, the central national agency that handles disclosures and intelligence in the financial sector, used to be under the EFCC but was excised and made an independent body in July 2018 despite Magu’s opposition.
No 40 Billion Is Missing At NDDC - NDDC Director Of Coporate Affairs

The management of the Niger Delta Development Commission has been inundated by enquiries from stakeholders following allegations that the expanded Interim Management Committee (IMC) misappropriated N40 billion between February 20 and May 5, 2020.
Although most of our stakeholders are aware of the malevolent intentions of those making these allegations, we believe that we owe them a duty of transparency to present the true financial picture of payments by the commission during the period.
We are therefore taking the unusual step of publishing ALL payments made by the Commission between February 20, when the expanded IMC came into office and May 5 when the allegations were made. The list covers the beneficiaries of the payments, the projects which they executed and for which the commission had a contractual obligation to pay, the amount paid and the date and time of payment. The IMC has only paid out N35.3 billion to vendors and contractors within the period. The debts paid cover historical debts to vendors, some of whom have been owed between N1 million and N3 million, for up to eight years. The payments were intended to save lives and livelihoods as well as alleviate the suffering in the region.
Most of the vendors borrowed money from banks to render services to the Commission. Some became very ill and were in hospital. Some of the contractors have died waiting to be paid for jobs they executed for the Commission. There was nothing the Commission could have done than respond to what had become a humane issue. It is pertinent for the Commission to make a few points.
1. The Niger Delta Development Commission is a going concern. As a result, every management inherits both its assets and liabilities. In the case of this Interim Management Committee, it inherited liabilities of N2 trillion. These are for supplies for the running of the Commission, services provided to the people of the Niger Delta in discharge of the mandate of the Commission and projects executed in the nine states. The Commission has a duty to settle contractual claims. Failure to do this in the past has caused the Commission millions Naira in legal fees, endless time in courts and garnishee orders on its account. The mandate handed down to this IMC by Mr President through the Hon Minister of Niger Delta Affairs is that the Commission must change the ways of the past. Acting responsibly in honouring obligations is part of that change ethos.
2. The Commission carried out a verification and valuation of the debts it settled. Some of the claims were higher but at the end of verification were reduced. The Commission also refused to pay fraudulent claims even though they were pushed by powerful forces. The case of 132 claims, amounting to N6.4 billion, for skills acquisition programmes which were never executed is but one example.
3. From the list we are publishing today, no payment was made to the supervising minister, Senator Godswill Akpabio, (the Honourable Minister of Niger Delta Affairs) or any member of the IMC or any person related to them. All the payments were for debts incurred before the IMC came into office or Senator Akpabio became supervising minister. In other words, these debts cover transactions that predate the Hon Minister and the IMC. This clarification has become necessary because of the antics of chartered character assassins stomach, propagandists and voices for hire who have accused the Hon Minister and the IMC of phantom, phoney and illusory financial infractions at the Commission.
4. The IMC has not awarded any contract, since its inception, apart from the N6.25 billion COVID 19 intervention approved by Mr President. That approval saved lives in the region. The COVID contract had three components: procurement of medical equipment, supply of food palliatives and public enlightenment. The Commission procured 27 trilogy, 202 ventilators, 65 ECG Machines, 54 RT PCR Machines, 18 APC smart digital UPS 5KVA, 36 infra red thermometers, 18 double jar suction machines, 18 Fluid warmers, 18 multi parameter patient monitors, 94 standard ICU beds, 95 oxygen cylinders, 95 oxygen masks, 95 infusion pumps, 18 mobile X-ray machines, 18 mobile ultrasound machines, 18 mobile dialysis machines, 18 arterial blood gas machines, sanitizers and syringe pumps. All the procured equipment have been distributed to the nine Niger delta states and received by the state governors. Beyond COVID 19, this intervention has boosted the healthcare delivery capacity of the nine states. Food palliatives have been supplied to vulnerable people in all the states in the region. The public enlightenment campaign has been effective in creating the right awareness and changing attitudes. We are grateful to Mr President for this intervention, which have saved lives in the region.
5. As the IMC has not awarded any other contract, it means it has not paid for any contract for which it initiated.
6. The President has ordered a forensic audit on the Commission operations of the Commission for the past 18 years. That audit will value and verify all claims against the Commission. It will also bring to account those who looted the commonwealth of the people of the Niger Delta to fund their ego and inordinate greed for luxury and power. The task of the IMC is to provide the enabling environment for the exercise to succeed. This involves providing the auditors with unhindered access to project files, accounting documents and staff; security for the team in the nine states, and media/ communications/community relations support.
7. We believe that the Commission's debt mountain of N2 trillion Naira will be reduced at the end of the forensic audit exercise. The Commission has made this publication for the sake of transparency. We believe this will reassure our stakeholders of the high level of probity, integrity and sense of responsibility being brought into the running of the affairs of the Commission by the IMC. As for those who relish in making wild allegations, in the vain and unrealistic hope that they can distract the IMC to truncate the Forensic Audit exercise, we say that they have failed. Judgment day is nigh!

Akeredolu Denies News Of His Disqualification By APC Screening Committee

The Ondo state Governor Oluwarotimi Akeredolu, said he is still in the state Governorship race come October 20, 2020.
According to a statement released and singed by Senior Special Assistant to the Governor on Media and Publicity, Ojo Oyewamide, on Sunday, in Akure, the governor said news of his disqualification was just adistraction aim to deceive the public and devert their attention to the opposition party.
The News Agency of Nigeria(NAN) report that the screening which was scheduled for July 8 to July 10 in Abuja, was for the 12 APC governorship aspirants in the state.
However, the governor urged all his supporters to disregard the rumour and dedicate this period to God for His continuous grace, favour and protection.

Those were the final words of a 30-year-old patient who died at Methodist Hospital in San Antonio this week after attending a so-called "COVID party," according to the hospital.
Dr. Jane Appleby, chief medical officer for Methodist Hospital and Methodist Children’s Hospital, said in a recorded statement that the unidentified patient told nurses about the party, which she said is hosted by someone diagnosed with coronavirus.
"The thought is people get together to see if the virus is real and if anyone gets infected," Appleby said.
Appleby said she shared the story not to scare people, but to make sure they understand that the virus can affect anyone.
Bexar County, where San Antonio is located, currently has 18,602 confirmed cases, with an increase of 923 on Friday, according to the Department of Health.
The age range with the most cases were in people aged 20 to 29, making up 24%, and 30 to 39, making up 20%, according to the department.
Appleby said her hospital is seeing more cases in people in their 20s and 30s.
She said while some can be treated and discharged, others become seriously ill.
Appleby warned that the virus "doesn't discriminate" and encouraged the public to wear a mask and stay home as much as possible.

Akpabio: Corruption, Lack of Patriotism Crippled NDDC for 19 Years
• Says ongoing forensic audit will be ready December
• Explains dismissal of Joy Nunieh, NDDC’s former MD
The Minister of Niger Delta, Senator Godswill Akpabio yesterday said endemic corruption, lack of patriotism and the entrenched culture of patronage had crippled the Niger Delta Development Commission (NDDC) from delivering its mandate to the people of the region in the last 19 years of its operations.
Akpabio, a former governor of Akwa Ibom State, also said all these challenges informed the decision of the federal government to commission forensic audit into NDDC’s operations between 2001 and 2019, noting that the report of the forensic audit would be ready before the end of the year.
He made these clarifications on Arise News, a sister TV arm of THISDAY Newspapers Group yesterday, absolving himself of corruption allegations made against by the NDDC’s former Managing Director, Ms. Joy Nunieh.
Nunieh had accused the minister of serial corrupt practices. She had alleged that during her brief tenure at the commission, Mr Akpabio repeatedly pressured her to take “an oath of secrecy” that was meant to keep her from exposing fraud at the commission.
Nunieh, who was relieved of her appointment after confrontation with the minister, said: “For instance, he told me to raise a memo to fraudulently award emergency contracts for flood victims in the Niger Delta. I would have been jailed if I had succumbed to Akpabio’s ‘oath of secrecy.”
Defending his decision to reposition the interventionary agency on Arise News yesterday, the minister alleged that the NDDC had failed to deliver to the people of the region almost two decades after its operation.
For 19 years, the minister alleged that nothing “can be seen on ground in the NDDC because of corruption and because people see it as a place for patronage. For 19 years, NDDC could not even buy a house they could use as an office.”
Asked to explain the factors responsible for the failure of the NDDC, Akpabio claimed that the commission “had been a place for election matters before he assumed office. If you want to contest elections, all you need is to get into the NDDC; make money there and contest elections.
“Unfortunately, so many that made the money never won elections. They did not win the election because they contested with blood money. If the previous managing directors and chairmen of NDDC used the right contractors or have love for the region, they could have done far better.”
He lamented that the NDDC “has existed for 19 years. No one can pass through the Warri-Sapele road every year when it is raining. It is just 45 kilometres. It is a road we can award to fantastic company and people will say this is the NDDC road.
“If you do not love your children, you cannot give them the best. If you bring in those who do not love the region, they move their pocket forward instead of moving the region forward. I do not care about any allegation.
“What I care about is that things cannot remain the same again. In less than eight months, we have moved the managing director and other executive directors to the permanent site. It is an 18-storey building. It is totally finished. But it is 96 percent complete. Under 18 months, that is a will.
“What has happened in the NDDC is the people go there to steal the NDDC. If they attempt to steal the NDDC, then it means there will be no benefit for the people of Niger Delta.
“But they are paying N300 million annually as rent in the place they are using as an office in Port Harcourt. There was a building started under Oil Mineral Producing Area Development Commission (OMPADEC). Yet, they could not complete it.
“When I was appointed the Minister of Niger Delta Affairs, I prayed to God. I asked God to give me the ability to take insults that will come my way. At the same time, I asked God to give me the wisdom to turn around the Niger Delta.
“Of course, I expected all these things coming my way. If you place a seed, that seed must first die before it germinates. The NDDC must go through this process before it stands. We must give kudos to the president.”
Besides the proliferation of corrupt practices, the minister also identified paucity of funds as NDDC’s major challenge. He said the commission “needs more than what it is presently getting.”
He acknowledged that NDDC’s previous chairmen and managing directors “tried their best. I believe they tried their best in their own way. Unfortunately, because of paucity of funds, they could not make much impact.”
On the forensic audit, the minister disclosed that President Muhammadu Buhari specifically said when he assumed office that it would not be business as usual again in the commission.
He added that this resolve explained why all the governors of the nine states “agreed that we should undertake forensic study.
“The NDDC started in 2000. But its operation commenced in 2001. The audit would cover a period between 2001 and 2019. So, you do not expect those who have been eating fat, even the staff members to be happy with it.
“The report of the forensic audit has not been made public because we are yet to visit state offices. Just last Wednesday, I approached the FEC and prepared the memo for the forensic auditors, who are going to the state. The forensic audit will be completed before December 2020 no matter the allegations.”
On the corruption allegations against him, Akpabio advised the former acting managing director “to go to the hospital; see a doctor; get some injection and relax.”
Asked whether Nunieh was sick, he said: “I am not saying anything is wrong with her. But something is wrong with her temperament. You do not need to ask me. But you ask about four other husbands she married.
“She was not relieved of her appointment because of corruption. But she was relieved of her appointment because of insubordination. My ministry that supervised her wrote seven letters to her. She never responded. And then she said she was bigger than the Minister of Niger Delta.”

About 100million barrels of crude oil illegally shipped from Nigeria in 2015, kept in tank farms in Qingdao, China’s eastern Shandong Province, was secretly sold for $800million, and the money shared by ranking members of the President Mohammadu Buhari cabal, Pointblanknews.com investigations have revealed.
Buhari’s late Chief of Staff, Mallam Abba Kyari, Late Group General Manager, Nigerian National Petroleum Corporation, NNPC, Maikanti Baru, Attorney General and Minister of Justice, Abubakar Malami, Minister for Power, Saleh Mamman, as well as the current GMD, NNPC, Mele Kayi were reported to have shared of the $800 million.
Also reported to have participated in the sharing was the now suspended acting Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu, Air Commodore Mohammed Umar Rtd, former Director-General, State Security Services, Mallam Lawal Daura. Codenamed “The China Deal” illegal crude oil sale has become a subject of litigation in far-away Mexico following the refusal of the cabal to pay 5% of the value of 48 million barrels to SAMANO, an Americo- Mexican company that discovered the abandoned crude in Qingdao, Zhoushan and Rizhao, both in China.
Sources told Pointblanknews.com that shortly before the 2015 general elections, several vessels of crude left the shores of Nigeria for China. By the time the crude berthed in the Chinese Port in Qingdao, oil buyers backed off after learning of a change of government.
According to Pointblanknews.com source, the crude which had been discharged in several tank farms in the port city of Qingdao, Zhoushan, and Rizhao, were abandoned.Upon Buhari’s inauguration, sources in Mexico told Pointblanknews.com, SAMANO approached certain officials of the new administration, alerting them of the Nigerian crude oil abandoned in China.
According to a court paper exclusively obtained by Pointblanknews.com SAMANO, received a letter in August 2016 from Hamman Saleh, now Minister of Power, through his company, Northon Oil and Gas Services, inviting them to Nigeria to meet with Government officials to discuss the matter.
Sources confirmed to Pointblanknews.com that the invitation letter to SAMANO came after the company refused to send details of the found crude via electronic means. A team from SAMANO, Mexico, led by Messrs. José Salazar Tinajero, arrived in Nigeria. He was accompanied by A. Nick Cadena, and Juan Carlos Jaramillo García, and they held a meeting at No 1 Gado Nasko Close, Asokoro, Abuja, the home of Air Commodore Umar, a close ally of President Buhari.
Sources told Pointblanknews.com that after the meeting, and with Buhari’s approval, Umar and other members of the cabal, including Mele Kyari, then GGM Crude, NNPC, set out to locate the crude oil
Sources said when Umar and Kyari got to China, they connived with others back in Nigeria and agreed to declare that the information was a hoax and that there was no crude oil in any of the tank farms in China.
According to a sworn affidavit, Umar and late Abba Kyari had assured SAMANO of 5 percent of the total value of 48 million barrels of crude oil found. However, to their shock, between October and November 2015, SAMANO officials who had returned to Mexico, received intelligence from China that the crude had been sold.
The affidavit claimed that when SAMANO confronted the Nigerian government about their own share of the sale of the crude, they were rebuffed and some of their officials blackmailed, arrested, and locked up in Nigeria. The affidavit alleged that the GMD NNPC, Mr. Kyari, had told a SAMANO representative via WhatsApp chat that the late Abba Kyari and Umar had taken advantage of the information they provided and sold-off the crude and that they should forget about the deal, promising to make things up for SAMANO.
A very reliable source told Pointblanknews.com that after the sale, the Nigerian officials shared the proceeds and told President Buhari that the buyers were no longer willing to buy the crude because it had no DNA.
According to the sources, crude oil secretly shipped to China in 2015 was over 100 million barrels. SAMANO was only able to trace 48 million barrels. The cabal was said to have found an additional 52 million barrels stored in other tank farms in China and sold them off.
SAMANO’s lawyer, Joaquin Esparza Mendez, told Pointblanknews.com that the Mexican Court could not continue with the matter for lack of jurisdiction. He said the Judge had advised they file the case in Nigeria since the Whistleblowers Act for which they are relying on is domiciled in Nigeria.
Sources informed Pointblanknews.com that officials of SAMANO have no faith in the Nigerian judicial system and are very unlikely to file the case there. Instead, the Mexican company is said to be preparing to file the matter in a court in London once the pandemic is over.
Pointblanknews.com is in possession of documents relating to the crude deal, Vessels used, WhatsApp Chats, and others and will make them public as we continue to dig into the dirty deals.

Gal Pissetzky, lawyer to self-proclaimed ‘Billionaire Gucci Master’ Ramon Abbas a.k.a Hushpuppi has defended him amid allegations of being involved in fraud and money laundering.

Hushpuppi’s lawyer who spoke to Forbes, insisted that he is “an entrepreneur” who made his money legitimately through “real estate” and his work “promoting brands” as an “Instagram personality.”

Recall that an FBI affidavit alleges that the suspected Nigerian fraudster “conspired to launder funds stolen in a $14.7 million cyber-heist from a foreign financial institution.” The date and amount mentioned in the affidavit matches that of the attack on Malta’s Bank of Valletta in February 2019.

He was also accused of being involved in a fraudulent scheme which defrauded a New York-based law firm of approximately $922,800 through a combination of computer hacking and social engineering.

Pissetzky told Forbes that his client was running a legitimate business and a very legitimate Instagram account, and did not take part in any scam or fraud. He said;

“Absolutely not guilty of [the] charges they are accusing him of. Abbas was running a legitimate business and a very legitimate Instagram account and did not take part in any scam or fraud.”

On how Abbas paid for his lifestyle, Pissetzky said;

“He’s an entrepreneur. He has real estate involvement … [he’s] an Instagram personality. He was promoting brands and that’s how he was very legitimately making his money.”

On his relationship with Premier League footballers Tammy Abraham and Ezri Konsa, his lawyer added;

“Mr Abbas is friends with a lot of people. Somebody who has that many followers – obviously he knows and has friends in a lot of places … it’s all legitimate.”

Hushpuppi who is currently being held at MCC Chicago pending a bail hearing, faces a statutory maximum sentence of 20 years in federal prison. A hearing in Chicago on Monday July 13, will determine if Abbas will be detained pending trial.

Nigerian big boy known as Hushpuppi and his cohorts were recently arrested by INTERPOL for internet fraud amounting to over 45 million dollars.

He was arrested with some of his associates, one of them is called Woodberry. Woodberry is reported to be sick, after just spending few days in the detention.

It is reported that they are being held in a private prison known as “Moshannon Valley”, which is owned by the GEO group. It is located at Philipsburg, Pennsylvania. It is said to accomodate about 1,780 male prisoners who were arrested for financial crimes and fraud. It was opened in the year 2006.

The prison allows only family and friends, whose names are on the visiting list, to come visit the inmates. A backgroud check will be run on the names after the visit.

Federal Government has approved what it called “safe reopening” of schools nationwide in the next phase of the gradual easing of lockdown ordered to curtail further spread of COVID-19.

The Chairman of the Presidential Task Force on COVID-19, Boss Mustapha, disclosed this at the daily briefing of the task force in Abuja on Monday.

He said the reopening of schools was meant to allow students in graduating classes to resume preparation for examinations.

He disclosed that the latest developments were contained in the task force’s fifth interim report which was submitted to the President, Major General Muhammadu Buhari (retd.), earlier in the day.

Mustapha said, “I am pleased to inform you that Mr President has carefully considered the 5th Interim Report of the PTF and has accordingly approved that, with the exception of some modifications to be expatiated upon later, the Phase II of the eased lockdown be extended by another four weeks with effect from Tuesday, June 30, 2020 through Midnight of Monday, 27 July, 2020.

“Specifically, however, the following measures shall either remain in place or come into effect:

“Maintaining the current phase of the national response, for another four weeks in line with modifications to be expatiated by the National Coordinator;
“Permission of movement across state borders only outside curfew hours with effect from 1st July, 2020;

“Enforcement of laws around non-pharmaceutical interventions by States, in particular, the use of face masks in public places;

“Safe re-opening of schools to allow students in graduating classes resume in-person in preparation for examinations;

“Safe reopening of domestic aviation services as soon as practicable;

“Publication of revised guidelines around the three thematic areas of general movement, industry and labour; and community activities;

“Provision of technical support for states to mobilise additional resources for the response.

Despite the far-reaching deci­sions taken by the National Executive Committee (NEC) of the ruling All Progressives Con­gress (APC) last week, the crisis rocking the party appears far from being over, Daily Independent has gathered.

Findings by our correspondent revealed that some loyalists of Asi­waju Bola Tinubu, National Leader of APC, who are apparently miffed by the latest devel­opments in the party, are demanding a pull-out of the Action Congress of Nigeria (ACN) fold from the APC fam­ily on the basis that there are plans by some power brokers to muscle out Tinubu from the affairs of the party.

It would be recalled that the APC came into existence in February 2013 following a merger that involved the Action Congress of Nigeria (ACN) led by Tinubu, Con­gress for Progressives Change (CPC) led by President Mu­hammadu Buhari, All Nige­ria Peoples Party (ANPP) led by Ogbonnaya Onu, and a faction of the All Progressives Grand Alliance (APGA) led by Rochas Okorocha, former gov­ernor of Imo State.

Following the multiple liti­gations and leadership tussle in the party which led to the suspension of the National Chairman, Adams Oshiom­hole, President Buhari and the NEC last Thursday dis­solved the National Working Committee (NWC) and con­stituted a Caretaker/Extraor­dinary Convention Planning Committee headed by Gover­nor Mai Mala Buni of Yobe, to reset the party.

Though sources said he was not in support of the meeting, Tinubu, in a state­ment at the weekend, praised President Buhari, saying he acted like a true father to save the party from disintegration with the dissolution of the NWC.

He also appealed to mem­bers of the dissolved NWC to sheathe their sword and see the larger picture of the de­velopment.

Tinubu also declared that he had not made a decision on contesting the 2023 pres­idency, expressing pity for those who insinuate that President Buhari had ended his purported 2023 presiden­tial ambition with the NWC’s dissolution.

A key loyalist of Tinubu and former member of the House of Representatives, who spoke on condition of anonymity with our corre­spondent, said all was still not well within the party.

He said the CPC wing of the APC was trying to hijack the party while scheming out other political parties that contributed to the success the APC enjoys today.

“Honestly, if we want to be sincere, APC is APC. Follow­ing the merger, we shouldn’t be talking of ACN, CPC, ANPP, APGA or nPDP again.

“In 2013, we all agreed to bury our various political parties and queue behind a single political entity called the APC.

“Nigerians believed in us, retrieved their mandate from the PDP and gave it to us in 2015.

“But if you have been following events before and after the 2019 general elec­tions, it is very clear that the CPC wing is trying to sideline other political parties in the arrangement, especially the ACN, which is the dominant party in the merger.

“They have been playing hide and seek, but last week they decided to show their true colour with what hap­pened at the NEC meeting.

“I can assure you that Asi­waju Bola Tinubu was not carried along in the whole arrangement.

“I read his statement on Saturday approving the de­cisions taken at the NEC but I must tell you he did that just because he is a loyal par­ty man and elder statesman who will always do every­thing to protect the image of the party.

“But we, his loyalists, have been discussing. We are un­happy with what is happen­ing and we won’t hesitate to pull out if we get the green light to do so.”

Also speaking, Mikhail Balogun, another loyalist of Tinubu, said there were plans to cripple the ACN bloc led by Tinubu by some pow­erbrokers in the APC.

“I don’t think the crisis in the APC is over. Far from it! From what is happening, the Northern plot is on.

“I have a feeling that the APC is planning to field a Northern presidential candi­date and the nomination of Governor Mai Mala Buni, a core CPC member, as the Caretaker Committee chair­man, is part of the strategies to realise that plan.

“I have a feeling that the Yobe governor will definite­ly conduct a convention that will throw up a chairman who will deliver a Northern agenda. Let’s just wait and see,” he said.

Speaking on the latest de­velopment, Chief Olabode George, a former Deputy Na­tional Chairman of the Peo­ples Democratic Party (PDP), said Tinubu’s latest ordeal in the APC did not come to him as a surprise.

George, who said Tinubu was already receiving judg­ment from God, added that the problem of the former Lagos State governor be­gan when he started laying claims to being the ‘nation­al leader’ of the party even though he occupied no elec­tive position.

He argued that in a pres­idential system of govern­ment, the president is the national leader in a ruling political party and not any individual, no matter how highly placed.

He said: “From the very beginning, I used to tell them that the party, APC, is a con­gregation of strange bedfel­lows. When you have a big party like that and someone wants to hijack it, there will be a problem.

“First of all, it is a misno­mer in a presidential system for a man who is not elected into any position to come out and say he is the national leader of the party.

“How is that possible? There is only one national leader of the party and that is the president.”

When asked if Tinubu should pull the ACN bloc out of APC as being canvassed by his loyalists, George said: “That is his decision. I can’t decide for him.

“For me, when you start seeing the signal, if he is a very clever person, he will recall himself and have a deep introspection.

“If he thinks he can run Nigeria the way he did to La­gos, he is making a mistake,” he added.

Also speaking, Monday Ubani, a former Second Vice-President of the Nige­rian Bar Association (NBA), said it would be very prema­ture for Tinubu to pull out of the APC now.

“It will not be wise for him to pull out now because un­less he has concrete evidence that he has been sidelined, it is just speculation based on what just transpired recently.

“Among the political parties that joined forces to form the APC, the ACN led by Tinubu was the major part­ner in that venture.

“I don’t think it will be right for him to be advised now to pull out. It will be very premature for him to do so,” he said.

The Nigeria Medical Association, Anambra state chapter , has decried incessant harassment and arrest of doctors in the state over patients' death.

The NMA chairman in the state , Dr. Jide Onyekwelu stated this during his acceptance speech after his election.

He regretted society's negative perception of doctors, which he noted had contributed to the blame of death cases in the hospital to negligence.

He wondered why doctors whose primary duty was to save lives would be treated as common criminals anytime a case of death was recorded in the hospital.

He said, "The doctor is faced with lots of challenges. The doctors primary duty, ordained by God and by his training is to save lives, promote and rehabilitate dysfunctional health and superintend transition to death.

"How come a patient dies in a hospital and society blames the doctor for the death? How come the aggrieved patient's relatives connive with security agents to arrest and detain the doctor, treating him like a common criminal?"

The NMA chairman maintained that no doctor would deliberately allow his patient to die, stressing that it was only natural for human to die, and most times in the hospitals.

He added, "Doctors stake their lives and safety to render healthcare, but the system sees it as obligatory service that does not require compensation and appreciation.

"Hence, how come doctors must go on strike to press home their demands for payment of salaries? How come doctors must strike for government to provide personal protective equipment to protect them from their life-threatening duty?"

He ejoined the public to stop harassing doctors but seek proper channels of redress in the event of the death of their own than resorting to harrasement, arrest and detention of doctors.

He appealled to the Anambra Governor, Willie Obiano to redeem the N10m pledge for the commencement of the NMA Secretariat in the state ,expected to house cancer treatment and research centre.
